Subject: James Talarico, Democratic nominee for U.S. Senate in Texas, 2026, a state representative and former teacher Compiled: October 25, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: September 30, 2026 for campaign money, as reported October 15 to 21, 2026. Outside spending through mid October 2026. Next scheduled data drop: FEC pre-general report covering through October 14, 2026, and the post-general report due December 3, 2026.

Bottom line up front

Talarico is the best funded Senate challenger in the country and the most outspent. His campaign says it raised $64 million from July through September 2026, a record for a Senate third quarter, and more than $134 million since launch, per the Texas Tribune on October 15, 2026, texastribune.org. It spent $67.2 million in the quarter and held $14.6 million on September 30. The campaign says 97 percent of third quarter gifts were under $100.

Against him, Elon Musk put $158 million into the Senate Leadership Fund, which moved the same amounts into a new committee called Texas PAC, per the Texas Tribune on October 15, 2026, texastribune.org. Outside groups led by SLF had put more than $217 million into ads by the end of September.

Three interests combine money and a live decision:

  1. Small donors. His campaign money is broad and small. The lever is his own message: ending billionaire control of politics. That is a promise he would be measured against on campaign finance votes.
  2. Large Democratic donors through Lone Star Rising PAC. The Katy News, citing FEC filings, lists Reid Hoffman at $10 million and Government That Works PAC at $3.75 million among the backers of a pro-Talarico outside group. These are the only large checks found on his side.
  3. Musk and Senate Republican leadership, on the other side. Their money is aimed at defeating him. The decision is control of a 53 to 47 Senate in January 2027.

Committee structure and treasurer

The principal campaign committee's FEC ID and treasurer were not verified in this pass, because fec.gov is blocked for this project. Campaign manager Seth Krasne speaks for the campaign. The Katy News on October 21, 2026 names Lone Star Rising PAC as an outside group backing Talarico, with $31.27 million in total receipts through September 30, 2026, thekatynews.com. That outlet relays the FEC summary for his campaign as $128,772,835 in receipts and $65,898,722 in unitemized individual gifts. The campaign's own figure is over $134 million. The two are stored separately and not reconciled.

Small donors

Documented. The $64 million third quarter is more than triple Paxton's $18 million in the same period. It also beats Colin Allred's $30 million in 2024 and Beto O'Rourke's $38 million in 2018 for the same quarter, per the Texas Tribune. The campaign said grassroots contributors are coming together "to end billionaire control over our politics." Krasne said billionaire backed groups were spending over $200 million "to lie about James."

Cash fell over the summer. Talarico held $21.5 million in late July against Paxton's $7.5 million, per AP reporting carried by NBC DFW on July 27, 2026, nbcdfw.com. By September 30 he held $14.6 million.

Inference: A base this wide gives no single donor leverage over him. The risk to watch is the reverse. His message commits him to campaign finance and anticorruption votes, and he will be judged on whether he keeps it once he needs party committees to defend the seat.

Large Democratic donors

Documented, all from The Katy News relaying FEC filings, so all Secondary. Lone Star Rising PAC received $10 million from Reid Hoffman by the June 30 filing, with $11.5 million cumulative. Government That Works PAC gave $1 million on January 22 and $2.75 million on January 28, 2026. America Votes gave $900,000, Christian Larsen $500,000 and Amos B. Hostetter Jr. $250,000, all from January to June 2026. Susan Sarofim, Don Henley and Gus Dwairy each gave $100,000. John Stryker gave $35,000 and Eric Schwartz $25,000.

What they want. None of these donors stated an ask in the sources read. The Katy News does not say how Lone Star Rising split spending between the primary against Jasmine Crockett and the general election.

Inference: The January gifts arrived before the March 3 primary. That suggests the PAC was built to win the nomination, which matters for reading who expects access. This is not shown in a filing.

Opponent money: Musk and Senate Republican leadership

Documented. Musk gave SLF $75 million on September 9, 2026, the first day of the GOP midterm convention in Dallas. SLF put $75 million into Texas PAC on September 10. About two weeks later Musk gave $83 million more, and SLF moved $83 million to Texas PAC the next day, per the Texas Tribune and KERA on October 16, 2026, kera.org. AdImpact counted over $159 million in Texas PAC ads. Musk also seeded America PAC with nearly $90 million last quarter. America PAC put $18.8 million into the race through October 13, more than 80 percent against Talarico. MAGA Inc. had $33.7 million in pro-Paxton advertising by October 15.

What the attacks say. Texas PAC ads called Talarico "for they/them, not you." Republican groups used a clip of him saying "defending trans Texans is something we have to do every day," per the Texas Tribune on October 1, 2026, texastribune.org. Allied GOP groups attacked his vote on a bill banning Texas land sales to China linked buyers, per the Texas Tribune on August 29, 2026. Paxton adviser Nick Maddux accused him of backing higher taxes, boys in girls' sports and defunding the police.

His response. His first negative ad, "Most Corrupt," ran August 29, 2026 as part of an eight figure buy. He calls Paxton "the most corrupt politician in Texas." He has also attacked Musk directly, per a CNBC headline of October 22, 2026 whose body was not read.

Inference: The Musk money is the story of the race. It also gives Talarico a populist frame he has used all fall.

Own finances and disclosure history

No Senate candidate financial disclosure, net worth estimate or business interest was retrieved in this pass. His state legislative ethics filings were not checked.

Enforcement and controversies

  • No FEC, Texas Ethics Commission or court complaint against Talarico was found in the sources read. This was not a full search.
  • Republican attacks on his statements about transgender Texans, his China land vote, and his faith based messaging are policy disputes, not enforcement matters. His specific reply on the China land vote was not read.
  • A Paxton whistleblower endorsed him, per an Austin American-Statesman headline. The body was not read.

Research notes: findings, inferences and gaps

Audit trail for TX-james-talarico, compiled October 25, 2026. Shared search budget of about five searches for this subject; Paxton research overlapped and is cross used.

Thread 1: Committees and totals

Takeaway

Record small dollar money: $64M in Q3 and over $134M since launch per the campaign. Committee IDs and treasurer not verified.

Cited findings

  • $64M Q3, $67.2M spent, $14.6M cash on Sept 30, over $134M raised and about $114M spent since launch, 97 percent of Q3 gifts under $100. texastribune.org

  • Late July cash: Talarico $21.5M, Paxton $7.5M. nbcdfw.com
  • $61M on ads since the general began, per AdImpact. texastribune.org

Inferences

  • The $5M gap between the campaign total and the FEC summary may be timing or committee scope. Not resolved.

Gaps

  • FEC committee ID, treasurer, top vendors by name.

Thread 2: Outside support

Takeaway

Lone Star Rising PAC is the only pro-Talarico outside vehicle found. Its donors are big Democratic givers.

Cited findings

  • Hoffman $10M, Government That Works PAC $3.75M, America Votes $900K, Larsen $500K, Hostetter $250K, Sarofim, Henley and Dwairy $100K each, Stryker $35K, Schwartz $25K; PAC receipts $31.27M through Sept 30. thekatynews.com

Inferences

  • The Texas Tribune named no pro-Talarico outside groups, so Democratic outside money is small relative to GOP money.

Gaps

  • Lone Star Rising's FEC ID, treasurer and spending split.

Thread 3: Opponent money

Cited findings

  • Musk $75M to SLF Sept 9; SLF $75M to Texas PAC Sept 10; Musk $83M about two weeks later, passed on next day; Texas PAC over $159M in ads; America PAC $18.8M, over 80 percent anti-Talarico. texastribune.org and kera.org
  • MAGA Inc. $33.7M pro-Paxton. texastribune.org
  • Attack themes: trans comments, "they/them" ad. texastribune.org
  • China land bill vote attacks; first negative ad Aug 29. texastribune.org

Gaps

  • His full reply to the China land bill attack.

Thread 4: Own finances and enforcement

Takeaway

Nothing retrieved. Not a clean finding.

Gaps

  • Senate financial disclosure; Texas Ethics Commission filings.

Campaign intel

  • Main message. Ending billionaire control of politics and lowering costs, framed through faith and his record as a teacher; he calls Paxton "the most corrupt politician in Texas." texastribune.org and texastribune.org
  • Biggest vulnerability as opponents frame it. Culture war positions, led by his comments defending transgender Texans, packaged as "for they/them, not you," plus his vote on a China land sale ban. texastribune.org
  • Strongest coalition. In the TPOR poll fielded October 15 to 18, he led 51 to 47 overall, with independents 66 to 28, Black voters 87 to 11, Latino voters 60 to 39 and women 54 to 47; Paxton led white voters, men, and voters without a degree. fox4news.com
  • Recent event. Disclosure on October 15 and 16 that Musk was the money behind $158M routed through SLF to Texas PAC, which Talarico has turned into an anticorruption push aimed at both Paxton and Musk. texastribune.org
  • Trend. TPOR's lead for him narrowed from six points in August to four in October, with men shifting to Paxton since September. fox4news.com
