What is on file for my candidate? A file on every member of Congress, governor and 2026 nominee: who funds them, the decisions on their desk, and the sources.
Michael Whatley
Republican, running for U.S. Senate. Now none (former RNC chair).
Subject: Michael Whatley, Republican nominee for U.S. Senate in North Carolina, 2026, former chair of the Republican National Committee and of the North Carolina Republican Party Compiled: October 25, 2026 for the On Point Politics watchdog database, onpointpolitics.us Data cutoff: September 30, 2026 FEC quarterly figures, as reported October 19, 2026. Next scheduled data drop: FEC pre general report covering through October 14, 2026, then the post general report due December 3, 2026.
Bottom line up front
Whatley is the Trump endorsed nominee for the open Tillis seat. His campaign is small next to Cooper's and leaned on outside money that is now leaving the state. Whatley for Senate reported $13.41 million in receipts including $5.10 million of transfers, $12.50 million spent and $916,101.50 in cash at September 30, 2026, per NC Political News, ncpoliticalnews.com. WRAL reported the same $13.4 million and $916,000, wral.com.
The interests with money and a live decision:
- Oil and gas. He spent more than a decade lobbying for oil and gas interests, helped found HBW Resources in 2009, and was executive vice president of the Consumer Energy Alliance until 2019, per Spectrum News, spectrumlocalnews.com. ConocoPhillips and Marathon CEOs and other energy employees gave at least $150,000 to an affiliated PAC.
- Utilities and data centers. Voltagrid CEO Nathan Ough gave $250,000 to the Whatley Victory Committee, per WUNC, wunc.org. Whatley and his wife hold up to $595,000 of Duke Energy and Dominion Energy stock, per WRAL, wral.com.
- Party and leadership. The Senate Leadership Fund pledged $71 million, the NRSC and three Senate Republican leadership PACs gave directly, and Trump endorsed him early.
Committee structure and treasurer
The principal committee is Whatley for Senate, FEC C00913996, per NC Political News. The FEC candidate ID S6NC00415 appears in an FEC URL that could not be read. The joint committee is the Whatley Victory Committee, which Spectrum News describes as coordinating money among the campaign, the state party and national Republican funds, spectrumlocalnews.com. WUNC reported two affiliated PACs that raised about $8.25 million through December 31, 2025, with about $3.07 million in cash; their names were not stated in the text read. Treasurers were not verified. DJ Griffin is a campaign spokesman.
Oil and gas
Documented. Spectrum reviewed 12 years of lobbying disclosures. Whatley and other lobbyists reported $3.5 million combined, $1.2 million from energy related clients; his own share is not broken out. The Consumer Energy Alliance's funders include ExxonMobil and Chevron. His family holds hundreds of thousands of dollars in ExxonMobil and Chevron stock. His campaign bio omits the lobbying career. WUNC reported that an affiliated PAC raised at least $150,000 from energy company employees, including $7,000 from ConocoPhillips CEO Ryan Lance and $3,500 from Marathon CEO Maryann Mannen.
What they want. Expanded domestic production and permitting are standard asks of this bloc. No specific bill or rule tied to these donors was found in sources read.
Response. His campaign did not say why the lobbying work was left off his website and did not answer whether energy companies would have special access. A spokesperson said he supports commonsense reforms requiring officials to use qualified blind trusts.
Inference: The gifts are modest in dollars but concentrated among executives of firms whose trade groups he represented. The lever is his Senate vote on energy policy and on regulators.
Utilities and data centers
Documented. Nathan Ough of Voltagrid, a Texas company marketing natural gas microgrids to data centers, gave $250,000 to the Whatley Victory Committee, one of the largest gifts to any Whatley committee, per WUNC on February 24, 2026. This is a single outlet figure and is stored as Secondary. An LCV Victory Fund release says the Duke Energy and American Petroleum Institute PACs gave his Senate campaign $12,500, and that federal filings show he held a one third stake in HBW Resources as of April 2026, lcvvictoryfund.org. That release also says his group argued for North Carolina rate increases and for letting Duke pass 2014 coal ash cleanup costs to customers. These are a partisan sponsor's claims and the filings were not read.
Inference: A Senate seat gives Whatley a vote on federal energy regulators and on data center power policy, both of which matter to Duke, to Dominion, and to gas microgrid vendors. His own utility stock adds a personal stake in the same decisions.
Party and leadership
Documented. WUNC reported $62,000 from the NRSC and $10,000 each from Dirigo PAC, Let's Get to Work PAC and Oorah! PAC, the leadership PACs of Senators Susan Collins, Rick Scott and Todd Young. SLF announced $71 million on April 6, 2026, per WRAL, wral.com, and a $17 million summer campaign on July 29. By September 22 it had about $23.2 million reserved, per AdImpact as relayed by Carolina Journal, carolinajournal.com. Old North Action cut $6.5 million and kept $14.5 million. By October 19 WRAL reported SLF had spent less than half its pledge and redirected the rest to Iowa and Texas.
Inference: The national party's money followed the polls. A late return of outside money would show on 48 hour independent expenditure reports before November 3.
Own finances and disclosure history
WRAL reported a net worth range of $3.35 million to $10.44 million in February 2026, much of it individual stocks, especially energy. He said he would support a congressional stock trading ban if elected but did not commit to selling his individual stocks. He countered Cooper by raising the 2018 pipeline permit dispute.
Enforcement and controversies
- Lobbying record. Cooper's campaign calls him a "Big Oil lobbyist," roycooper.com. Whatley's campaign did not answer Spectrum's questions about the omission from his bio.
- Harvey West. Cooper attacked Whatley because West, who has a sex offense conviction, held top organizing roles in the state GOP while Whatley led it. Whatley has said he did not originally appoint West but kept him on, per WRAL, wral.com.
- Zarutska claim. Whatley said "Her blood is on Roy Cooper's hands." WRAL reports PolitiFact and other fact checkers disproved the early release claim it rests on.
- Dated price claims. A Cooper ad quotes Whatley saying prices and inflation were down. FactCheck.org found the quotes accurate but outdated, factcheck.org. His spokesman said he supports policies that let families earn more and keep more.
- No FEC or ethics enforcement matter against Whatley was found in sources read.
